Letter from Fr. Myron to the Mission Office concerning a Location for the Treatment Center

June 12, 2003

Dear Mission Office,

I just saw Sergei. He says that the mayor signed a document asking his assistants to look at the situation and made a decision. They are offering to rent him the building, at least temporarily, so that when the time comes for a final decision, they can make it a free loan to his "Just Say NO!" corporation. It will take several steps because the property first has to be transferred from the federal government (military) to the city (free of charge), and then the city can decide.

This building is under consideration for housing new treatment center.

So he is hoping that the rent will be minimal, and in fact they might exchange the rent for his simply safeguarding the building. (The neighboring building was attacked by thieves and is now all gone, even the bricks!)

So he is hoping to be able to do some repairs soon, so that gradually they will be able to use the whole building. Some apartments are in terrible condition, like falling wallpaper, clogged toilets, etc. So he hopes to gradually inhabit it, and gradually build his staff to care for the building and begin to offer it for AA parties and outings on holidays (no booze), and then for rehabilitation needs during weekdays. He is planning that alcoholics who don't have jobs temporarily can provide the workforce for the renovation. So far he has borrowed money from me to put on a steel door so that thieves can't break in. So he doesn't have an exact project yet, but perhaps soon he can actually prepare one. He has opened an office here in the city to be more accessible, and the office was provided free by one of the city drug rehab centers, so they are taking him very seriously. They are hoping that they can eventually make use of the rehab center themselves.

God bless you. Yours truly,

V Rev Myron Effing, C.J.D.
